CSDG: SPAK Monitor nr.3, Dhjetor 2018 - Shkurt 2019
Rëndësia e arritjes së objektivave strategjikë të reformës përkundrejt sfidave të procesit: Fillimi i procedurave për ngritjen e Gjykatave të Posaçme dhe Prokurorisë së Posaçme një nga tre shtyllat kryesore të reformës.
Me konstituimin e Këshillit të Lartë Gjyqësor (KLGJ) dhe Këshillit të Lartë të Prokurorisë (KLP) filluan procedurat respektive në drejtim të emërimit të përkohshëm të gjyqtarëve të Gjykatave të Krimeve të Rënda dhe kandidatëve për prokurorë në Prokurorinë e Posaçme.
Këto procese ende nuk kanë përfunduar dhe konfirmimi në detyrë nga Komisioni i Pavarur i Kualifikimit i gjyqtarëve dhe prokurorë është një hap i rëndësishëm i procesit, zbatimi me sukses i të cilit do të shmangte vonesat në ngritjen e këtyre institucioneve.
Megjithatë, procesi i ngritjes së Gjykatave kundër korrupsionit dhe krimit të organizuar dhe SPAK pavarësisht vonesave të tejkaluara dhe atyre të pritshme përbën fillimin e zbatimit të një prej shtyllave më kryesore të reformës në sistemin e drejtësisë.
Ky numër i tretë i SPAK Monitor i dedikohet fillimit të procedurave për ngritjen dhe funksionimin e Gjykatave kundër korrupsionit dhe krimit të organizuar dhe SPAK si edhe sfidave të mundshme, të cilat mund të shoqërojnë procesin.

The importance of achieving the justice reform’ strategic objectives against the challenges facing the process: The establishment of the Special Courts and the Special Prosecution Office composes one of the main justice reform’s pillars.
The establishment of the High Judicial Council and the High Prosecutorial Council constitute the beginning of the procedures towards the temporary appointment of Serious Crimes Courts’ judges as well as the appointment of the candidate prosecutors for 15 positions in the Special Prosecution Office.
These processes have not been completed yet and the on-going confirmation of judges and prosecutors by the Independent Qualification Commission (KPK) is an important and necessary step, the successful implementation of which would avoid other delays in the establishment of these institutions.
However, despite overdue and expected delays the process of establishing the Special Courts against corruption and organized crime and SPAK constitutes the beginning of the implementation of one of the major pillars of the judicial system reform in Albania.
This third issue of SPAK Monitor is dedicated to the establishment and functioning of the Courts against Corruption and Organized Crime and SPAK as well as potential challenges that this process may face.
